Executive Board

Charles "Sandy" Davis, Chairman
Sandy has 25 years with the Shreveport, LA Fire Department, rising through the ranks to his current position of Chief Safety Officer. As Chief Safety Officer, he is responsible for the Occupational Health and Safety Program for the 600 members of the department. Sandy served as Western Director for 3 years prior to becoming Vice Chairman

Rich Maddox, Vice Chairman
Rich began his fire service career in 1974 when he joined the Resolute Hose Company #1 of the Sayville NY Fire Department. Serving since 1992 as the departments Health and Safety Officer. He joined FDSOA in 1993, serving on numerous committees including Incident Scene Safety Officers Standards/Curriculum Committee and Chair Annual Conference Committee. Prior to becoming Vice Chairman, Rich served as an Eastern Region Director for 3 years.

Mary McCormack, Executive Director
Mary began her career in 1975 developing the first membership program for ISFSI. During her tenure with ISFSI, she was Membership Coordinator, Seminar Coordinator, Director of Internal Affairs, and Director of External Affairs. She also ran the FDIC Exhibits from 1979 to 1989. Mary became the Executive Director of FDSOA when it was established and incorporated, by ISFSI, in 1989. In 1996 she was responsible for moving FDSOA out from under the ISFSI umbrella to operating as the independent association established.

Directors

Michael Pettroff, Western
I have 32 years of service as Battalion Chief for the Ferguson Fire Department, in suburban St. Louis County. I served as Shift Commander, Department Training Officer and Department Safety Officer. I served on the St. Louis County Overhead Response Team since inception and as Chairman of our Metropolitan Training Associations "Safety in Training" Committee. I have taught for the St. Louis County Fire Academy, Missouri Fire and Rescue Training Institute and the National Fire Academy. I hold several certifications from the Missouri Division of Fire Safety and am a Certified Incident Safety Officer, Fire Suppression. I hold a Bachelor of Science degree in Industrial Education from Central Missouri State University and an Associate in Applied Science in Fire Protection Technology from St. Louis Community College.

David Murphy, Eastern
I retired as Assistant Chief of the Richmond (KY) Fire Department after twenty years. I was also a part-time Emergency Medical Technician (EMT-A) with the Madison County EMS, for five years. Immediately upon retirement, I became Safety Director for AFG Industries, also located in Richmond. I currently serve as the Health and Safety Officer for the Harrisburg (NC) Fire Department. As a combination department, HFD protects a rapidly growing community. I am also an Assistant Professor at the University of North Carolina, Charlotte.

Dan Paulsen, International
Dan is the Assistant Chief Of Staff Development and Safety for the Saskatoon fire and Protective Services joining in 1984. He is also the department Training/Safety Officer. He is currently working with a Canadian Provincial Fire College in developing a Safety Officer Curriculum. Dan has been a member of FDSOA for 3 years.

Janet Wilmoth, Corporate Director
Janet is Editorial Director for Fire Chief Publications and grew up in a family of firefighters in a Chicago suburb. She has been with Fire Chief magazine since 1986 and while living in Europe and Asia, served as Fire Chief's international correspondent. She currently serves on the Fire Emergency Manufacturers & Services Association Board of Directors, the National Fallen Firefighters Foundation’s Corporate Advisory Board, the International Association of Fire Chiefs Foundation Board of Directors and the steering committee for the FDSOA Annual Apparatus Specification & Vehicle Maintenance Symposium.

James Dugan, Eastern Director
Jim is a Captain with the Washington D. C. Fire and EMS Department, with 27 years of service and serves as a Shift Safety Officer. I am a member of the National Capital Region-Type3 Incident Management Team and have certifications from the Pro Board and IFSAC for Incident Safety Officer, Health and Safety Officer and Al Hazards Incident Safety Officer. I manage the DCFD PPE program, which includes maintaining NFPA compliancy, specification updates, wear testing and bi-annual cleaning program. I sit on the Council of Governments Safety & Health Committee, as well as the agency representative on the Safety Committee with labor.

Brian Parks, Western Director
Brian is a Battalion Chief and a 27-year veteran of the Phoenix Fire Department. Currently I am on special assignment with the Water Services Department to upgrade and refine their safety program and to develop and implement an emergency response plan. I have managed the department’s safety program and health center and supervised the development of a 40-hour Incident Scene Safety Officer curriculum that is taught valley wide. I am a certified Incident Safety Officer and Health and Safety Officer through FDSOA and a train the trainer instructor for the National Fallen Firefighters Foundation’s Courage to be Safe program.

Staff

Certification Coordinator
Robert "Bob" Finley
Bob began his fire service career in 1970 in Missouri working his way through the ranks on Career, Volunteer and Combination departments. In 1974 he became a part time Associate Instructor with the University of Missouri Fire and Rescue Training Institute. In 1984 he became a full time employee serving as Chief Instructor and in 1988 became the Associate Director and Chief Operating Officer. He was in charge of the University's Emergency Service System, Employee and Student Fire Safety Program and was a member of the Safety Committee. Bob is a charter member of FDSOA serving on the inaugural Board of Directors, and has held the positions of Western Regional Director and Vice Chairman. On July 1, 2005, Bob joined the FDSOA staff as Program Coordinator responsible for certification and accreditation. Bob has extensive experience in this area helping to establish Missouri's state certification system and was involved with the establishment of IFSAC. He also served as an IFSAC Site Team Evaluator. Bob holds degrees in Education and Government along with Graduate degrees in Adult Education.
